Given you stated that the inverter normally does have enough surge capacity to source the starting needs of your water pump, and that its only a cold weather situation that causes problems, our estimates are that EasyStart would alleviate the AC surge, thus the DC battery surge requirement, thus making it work. The trouble is, wiring an EasyStart into a single-phase pump motor is often very challenging.
